Tip : The picture for Upstate Louisiana seen as Upbeat

The Second Annual Upstate Louisiana Land Use Planning and Real Estate Development Law Conference, held at LSUS on March 17, 2008, showed North Louisiana (as the rest of the state) avoiding much of the national woe of subprime mortgage loan foreclosures.  Also highlighted were regional efforts in both 21st Century economic development and the basics of code enforcement.

The picture that emerged from the conference, attended by government officials, along with professionals in engineering, law, and real estate from throughout North Louisiana, was optimistic for the region, running counter to national trends of uncertainty in the real estate development market.  (Some of this was explained by the fact that the region avoided some of the "irrational exuberance" in housing inflation the past several years, thereby avoiding a "bust" following an inflated "boom" in pricing.)

Design and construction planning for the Cyber Innovation Center already is underway in Bossier City/Parish, backed by $50 million in local public funding and $57 million in state funding.  Scheduled for a 2009 opening, the Center will provide an active interface between military cyber defense efforts and commercial spinoffs.

Active code enforcement efforts are underway in Shreveport, Bossier City, Bossier Parish, Minden, Ruston, and now, Logansport.  All of these communities are using community cleanup to establish a base for new economic development.

Upstate Louisiana was drawn as an upbeat area for real estate development and forward-looking governmental innovation, spurred by significant investment in cyber defense.
